Attracts fish with weak jaws and increases your chances of landing one. Occasionally guarantees you will land a weak-jawed fish.
Can be used up to 3 times while fishing, each use increasing the effectiveness and GP cost.
May also attract rare species of fish. Can also be used with fish caught using Precision Hookset.
First Use: 10 GP
Second Use: 20 GP

Modest Lure is an action unlocked at level 100. It is available for Fisher.
Notes
Modest Lure affects fish that use the Precision Hookset. Modest Lure is used after you cast your line and can be used up to 3 times per cast, granting a stack each time.
Each time you use Modest Lure you increase the likelihood of a Precision Hookset fish biting (decreasing the odds of an Powerful Hookset fish biting). Once you use Modest Lure you cannot use Ambitious Lure (and vice-versa).
Additionally, each use of Modest Lure grants a small chance to receive the following message: "You have a feeling your next cast will land a small-jawed fish!". When this message appears, the next fish to bite will be one that uses the Precision Hookset. Using Modest Lure again after this message appears will remove the effect.
Hidden fish
Some Dawntrail fish are "hidden" and require use of Modest Lure to be available to catch (for that attempt). Further, certain fish require Modest Lure to be used at least 2 or 3 times for the special message to have a chance of appearing.
Once the special message appears for these fish, it will remain available to catch this cast (even if the Modest Lure is used again).
