Powerful Hookset is one of two actions used to catch fish while using Patience and Patience II, which both give the Ineffecient Hooking status (which reduces the chance to catch fish). This action ignores the penalty from the status when used on fish with "strong jaws" or "strong bites."
When a fisher has a "strong-jawed" fish on the line, !! will display above the fisher's head as shown in the center image below.
Additionally, many/most !!! bites will also be from strong-jawed fish - but not all of them are! It is recommended that fishers check listings on the wiki or other guides to determine whether the available ferocious bites are for "strong-jawed" or "weak-jawed" fish.
