Crystals are used as catalysts in every crafting recipe. Not every recipe uses Wind Clusters, but 2001 recipes do (view the full list).
Wind Clusters are the primary crystals used in Carpenter and Goldsmith recipes, and the secondary crystals used in Leatherworker and Weaver recipes.
