Recitation is an action unlocked at level 74. It is available for Scholar.

Succor instead. - Recast time is 90s prior to learning the Enhanced Recitation trait.

Accession. Recitation may however still be executed while under the effect of 
Seraphism, and will not be spent when using those actions.
