This is the final of three joint projects. It starts 5 minutes after completing the previous part, 
Operation Chilling-a-Way: Phase One.
This mission completes Development Log 14 in the Phaenna Infrastructure Index, which unlocks the Fusingway Vent area in the southwest part of the map, as well as the remaining Stellar Missions and final Red Alert variant (Glass Rain β).
