Similar to other Cosmic Exploration project FATEs, this is a limited-time FATE per server.
This is the second of two joint projects. It starts 5 minutes after completing the previous part, 
Upper Crane Construction.
This mission completes Development Log 8 in the Phaenna Infrastructure Index, which unlocks the Capsule Chasm area in the southeast part of the map, as well as several Stellar Missions.
(Two more Red Alert variants are unlocked by the subsequent Development Log 9, which does not have an associated upgrade FATE. Those unlocked variants are Annealing Winds β and Glass Rain α.)
