The government form of the Garlean Empire is a republican empire, since the Republic of Garlemald has become an empire with the crowning of Emperor Solus. The ruling body is enhanced by magistrates.
Determination of Rulership
The rulership is determined by birthright among the royal family. Those in line of Emperor Solus are eligible to claim the throne and become the new Emperor[1][2].

The government body is a large bureaucracy, led by magitrates appointed by the emperor. Following magistrates positions exist[3][4]:

The Senat which was the ruling body during the republican days, still serves as an adversary. But the influence and power of the military is growing[5]. Yet the Senate still holds the power to remove the magistrates, though it hasn't used this power yet[6].

Neither the members of the senate, nor the magistrates are known.
Additional Information
The governmental structure of Garlemald extends to more public officials, and provinces habe their own Provinvial Magistrates like Censor, Rector and Praeses. They have local power[7]. It is unknown how much influence they weild upon the general government of Garlemald, or if they only enforce the will of the emperor in their specific fields of operation.
The death of Emperor Solus caused a war of succession, where the second son of Emperor Solus and his grandson Varis zos Galvus claimed the throne for themselves. Varis emerged victorious, yet the internal strife lead Doma to rebell against the Garlean occupation[8]. Ultimately, this lead to further rebellions, and with the support of the Scions of the Seventh Dawn and the Warrior of Light, Doma and Ala Mhigo were able to regain their freedom.
With the presumed death of Zenos and the evovlement of the Ascians, the Empire of Garlemald started to crumble.
