Lore
"What is right and good? Ask a thousand souls and receive a thousand answers. I offer none."
One of many beings created by Hydaelyn, the watcher is as old as the moon itself. As his name would imply, he was charged with standing vigil over Zodiark's gaol. Prior to the sundering, the watcher was an archivist at Anamnesis Anyder and a trusted confidant of Venat, and their friendship endured beyond the original Final Days. Though most of his time is spent in solitude, the Loporrits occasionally seek his council regarding their constant improvements to the moon's amenities.

Dialogue
After completing Trail to the Heavens
I was told of your encounter with Halmarut. I confess, I have no knowledge of this “natural rejoining."
Nor do I know whether Hydaelyn was aware of such a phenomenon.
Regardless, it was Her unshakable faith in mankind that led Her to entrust the future to you. That faith was not misplaced, was it?
