Both mineral deposits and rocky outcrops will count towards this achievement.

This achievement is based on the level of the nodes regardless of whether they are in Stormblood zones.

The level 60 nodes in Stormblood zones do not count toward this achievement (and instead count for Mining Heavensward).
The level 65 nodes in Heavensward zones and the level 70 nodes in Shadowbringers zones count toward this achievement (and not for Mining Heavensward/Shadowbringers respectively).
