Emeny is a Hyur in The Firmament. Emeny isn't really a vendor in the same way Denys is for the first three stages. Rather, like Nimie for the middle stages, the final step is a repeatable quest and the relic tool is a reward directly from the quest. Spanner handles the intermediate item exchanges.
