Mitsurugi Bakufu
The government form of Hingashi is a bakufu, a military multi-tired government system. While the emperor is the head of state, the ruling power lies with various clans, lead by the leaders of the Mitsurugi clan.
Determination of Rulership
The imperial leadership is determined by birthright. Absolute primogeniture is the Hingan tradition, so either males or females can inherit the throne.

Ruling Body
The bakufu and it's various clans are the ruling body of Hingashi. While many clans are present, the Mitsurugi clan has proven themselves over and over to be the most trusted. Their clan leaders are the Bugyo, where every other clan report to.

Additional Information
For millenia, the total rulership of Hingashi lied with the emperor. It is said that the current imperial family is a descendant of the first emporer. A dispute over succession caused a civil war, causing to have an emperor ruling in the east and another emperor ruling in the west. To secur victory, those emperors gave their power to royal vassals, hoping to defeat the other. In the end, the eastern emperor was successful, but was stripped of nearly all politcal power since he gave the majority to to vassals. These vassals and their clans now started a war on their own to gain supremacy. This was known as the Age of Blood.
The Mitsurugi clan then united the clans through strategy and marriage, and instigated the emperor as head of state[1].
The current political situation is mostly unknown due to Hingashi's strict non-interference policies.
