The helldiver was developed as a successor to sky armor during the second phase of new research intended to improve upon existing airborne magitek. Numerous compromises were made in its design due to the deteriorating situation at the warfront and immediate demand for combat-ready machinery. Initial plans to implement transformation capabilities were scrapped, although engineers did succeed in enhancing its firepower and hardiness compared to the previous model.
