Sin Eaters
The Crystarium is lead by the Settlement Council, which consists of elected members from the community. The Crystal Exarch acts as an advisor. This kind of local government shows traits of representative democracy[1].
Determination of Rulership
Rulership was equally divided within the settlement council. Members are elected.
Leaders
There is no distinct leader for The Crystarium. However, the Crystal Exarch had as much respect and authority as any other city-state leader. He only acts as an advisor to the settlement council.
Ruling Body
The complete ruling power lies with the settlement council. They are the community leaders of the various factions within the Crystarium:[2][3]

Once the Crystal Tower was teleported to the First the refugees gathered around it's base since it granted security against the Sin Eaters. They offered the Crystal Exarch to become king, which he refuses, and left to discover the consequences of the Flood of Light. Without a leader the camp of refugees became a mess, breeding conflict and diseases. When the Crystal Exarch returned, they once again offered and asked him to become king to have distinct leader, but again the Exarch refused. Instead, he told them to preserve the spirit of their settlement, and to rise up when all falls down. In exchange to uphold these principles, he offered his guidance and became their advisor[4].
After the Kingdom of Voeburt fell, the Crystarium managed the critical influx of refugees. Other Voeburtite knight's came to Eulmore and brought with them the Oracle of Light. From there, Eulmore declared itself superior and demanded fealty and tribute from all of Norvrandt. The Crystarium's settlement council voted against it, and instead the Crystal Exarch reach out to form a partnership as equals. This negotation failed, and ever since Eulmore's stance became noticable antagonistic[5]. This turned openly hostile after Lord Vauthry became mayor of Eulmore, and when the Warrior of Darkness started terminating the Lightwardens.
Once the Crystal Exarch used the last of his power to seal Elidibus into the Crystal Tower and became a crystalline fixture to the tower itself, the Crystarium continued to flourish with the settlement's council experienced hand[6].
