The government form for the Azim Steppe shows traits of a nomadic tribal confederacy, though it is never officially called like that. The leader as well as the leading tribe is determined each year by combat during the Naadam. They rule over the whole

Determination of Rulership

The leader of the Tribes of the Azim Steppe is chosen during the Naadam, where warriors from several tribes contest against each other. The one warrior that is able to conquer and keep the Ovoo becomes the chosen leader of the steppe until the next Tsagaan Sar[1]. The leader is called Khagan.

Leaders

The Khagan still remains the same since Naadam. This was confirmed during Dawntrail[2]:

Each Tribe has its own leader, who is called Khan (male) or Khatun (female). While at least 50 tribes exist, only a few Khans and Khatuns are known.

Ruling Body

The tribe of the khagan rules among the other tribes of the steppe. Currently, this is the Mol Tribe[3] It is not known if within the tribe a speicifc council, advisor or supporter exists.

Council Members

Since the Mol Tribe is currently reigning over the Steppe, the advisors and supporters of Temulun can be seen as direct council. However, there is an awareness to include members of other tribes for impacting decisions.

Additional Information

The Khagan becomes the ruler of the steppe, with their tribe ruling over other tribes as well. While not every tribe is required to take part in the Naadam, it is required to follow their new leader. After the Warrior of Light became Khagan and the Mol Tribe the leading tribe of the Steppe, they helped the Doman Liberation Front to defeat Yotsuyu and end the occupation of Doma. After Hien initislised the forming of the Eastern Alliance, Cirina of the Mol promised to send word to Hien when the tribes came to a decision to join the alliance or not[4].
