Walkthrough

As with all stealth quests, this may be easily completed without hiding behind any obstructions by simply following the NPC at maximum distance. "Maximum distance" is defined as the point where the NPC's nameplate begins to shrink from being out of range. You may find it useful to mark the NPC with a sign to better visualize the shrinking point. Also note that mounts are allowed in stealth quests.
Should you wish to complete this the intended way, take this slowly and note any upcoming large objects near the path (e.g., rocks, trees) as you will need to hide behind those.
Every time he stops, you need to be hiding behind something and wait for him to turn around. A text box will appear above his head when he stops, which is the cue he will turn around soon.
You will have a few seconds before he turns around after stopping and saying something. You can get very close to him.
This NPC has the following indicators:


For the second NPC to follow, he will only turn around once. Hide behind the large tree at (X:31.4 Y:35.8).
Using a job with mobility actions that do not require a target (e.g. dancer) can be helpful.

Steps

  • Wait at the designated location.
  • Defeat the bandits.
  • Speak with Koana.
  • Survey the area from the vantage point.
  • Follow Wawkesa without being seen.
  • Follow the shady Hoobigo without being seen.
  • Speak with Koana.

Let us execute the final stage of the plan.
I will set out towards Earthenshire alone and unarmed, the better to sell the act of a defenseless merchant. Assuming Wawkesa is watching, he will likely wait for some quiet stretch of the road before accosting me.
I'll be relying on you to follow closely behind, remaining hidden until the time comes to spring the trap on our bandit king. Just remember: we need him alive.
Wawkesa will tell us what he's done with Lamaty'i.

The bandit was running in an easterly direction. Should you locate him, I suggest you shadow him rather than force a confrontation─he might lead us to where Lamaty'i is being held.
Go after Wawkesa. I'll watch these miscreants until they can be taken into Landsguard custody.
Follow Wawkesa from a distance. The objective will end in failure if you are noticed or fall too far behind.
Should your quarry begin displaying the effect shown in the picture, you will be discovered when he turns around. To avoid detection at these times, make use of cover such as rocks and trees.
The objective will also end in failure if you follow too closely. Keep your quarry in sight, but avoid stepping into the detection circle.
Should you fail to complete the objective, you may try again by returning to the designated location.
