Upright Thieves

After Agatzahr Roehmerlsyn brought the pirate lords together and helped create "The Code", he knew it would require an external force to uphold it. To this end, he sought out rogues and bandits, and employed them to form the Upright Thieves. This group would act as his enforcers from the shadows, who would maintain the presence of "The Code", and dole out punishment to those who would break it. The Upright Thieves worked behind the scenes to ensure "The Code" was upheld for centuries, until eventually piracy was outlawed by Merlwyb Bloefhiswyn. The remnants of the Upright Thieves would then go on to found the Rogue's Guild. Though they operated under a different name, their mission remained unchanged, and they continued to uphold "The Code".
