The Sultanate is the government form for Ul'dah, yet it's ruling power lies with the Syndicate.
The Sultanate behaves like a monarchy, where the rulership lies within a family line and is inherit by birthright. The Ul Dynasty has been in charge for Ul'dah for nearly 480 years.
Members within the Syndicate are usually the wealthiest citizens of Ul'dah, and purchase their seat directly. There are only 6 seats on the syndicate. The syndicate are built of three factions:

Even though the sultanate is the ruling form, the true ruling power in Ul'dah lies with the syndicate. Since the Syndicate is made of multiple factions, with one trying to abolish the Sultanate and create a self-governed state, conflicts happen.
During
The Parting Glass, Nanamo announces to abdict the throne and make way for a republic. She wishes for the common people to have equal political power instead of only priviliged few, indirectly meaning to dissolve the Syndicate[1]. Spies revealed the plan to the monetarists, and stopped Nanamo's plans.
After Raubahn found Meriel, the former Lady-in-waiting of Nanamo, it is revealed that Lord Lolorito does not want for the government to be destablized, and therefore supports the sultana[2][3].
Following Ala Mhigo's liberation, Nanamo wanted to help the Ala Mhigan refugees in Thanalan to return home, and help the newly freed nation with trade. To faciliate a plan, she meets with Lord Lolorito on neutral ground[4]. After the meeting was successful and a plan has been made, Nanamo is confident in her rulership and releases Raubahn from his seat[5].
