Reach Long and Prosper is a level 60 quasi-quest. There are no steps to this quest: Talking to the questgiver both accepts and completes the quest. It will immediately unlock the level 70 section at all Scrip Exchanges.
If you receive the default dialogue, At Aunt Rowena's behest, I've brought the House of Splendors to Rhalgr's Reach. We hope to rely on your continued support! then you have already had this conversation with Galiena.

Galiena: Well met, adventurer. My name's Galiena, and I work at the House of Splendors for my aunt Rowena.
Galiena: Following her successful expansion into Idyllshire and the three city–states, she's decided to bring her operations here to Rhalgr's Reach.
Galiena: Our presence here serves to aid the recovery effort, creating jobs for refugees and stimulating the economy. With your skills, you would be of great help to us.
Galiena: And of course, if you have any collectables, I'd be happy to take them off your hands in exchange for scrips. With locations realm-wide, it has never been easier to do business with the House of Splendors!
