In Final Fantasy XIV, the definition of Piracy is roughly the same as the real-world.

Following the surge of maritime trade and the industrial boom of shipbuilding, Piracy became an increasingly common trade in Limsa Lominsa. For nearly two decades did pirate powers rage against one another in blood feuds, until Agatzahr Roehmerlsyn brought the pirate leaders together to initiate The Code, a list of rules that all pirates must follow. This united the various pirate factions and gave them a sort of creed to live by, becoming law amongst them in no short way thanks to those who enforced the rules, such as the Upright Thieves.

In modern times, though there are fringe groups and offshoots, most pirates are under the command of one of three bands: The Bloody Executioners, The Kraken's Arms and The Sanguine Sirens. These bands specialize in various aspects of seafaring life, and all three are particularly adept in raiding Garlean Empire vessels.
