This fate, as with all FATEs that feature a "starting NPC," shows the NPC icon instead of the normal circle before the FATE has begun. If it's ready to be initiated you'll find its starting NPC, House Haillenarte Guard located at coordinates (X:10.4, Y:28.6). He can be found peeking out from behind a tree off the path and next to the stream. Speak with the Guard and the FATE will begin.
