This character is a reference to Joe, a master chocobo jockey from Final Fantasy VII.
In Chocobo Racing, he appears in the R-200 class riding a chocobo named "Toho Fuhai" (Teioh's Japanese name), and again in the R-300 class riding his ace chocobo Teioh.
